Here is what appears in the Greek Text translation: "Let every soul be in subjection to the higher powers; for there is no power but of God, and those that are ordained of God. So that who resisteth the power , withstandeth the ordinance of God; and who withstand shall receive judgment. For the rulers are not a terror to the good work, but to the evil. And wouldest thou not fear the power? Do the good, and thou shalt have praise therefrom: for he is God's minister to thee for good. But if thou do evil, be afraid; for he beareth not the sword in vain: for he is God's minister, avenger for wraith to him that doeth evil. Wherefore ye must needs submit, not only because of the wrath, but also for conscience. Who exactly are these "higher powers" and "rulers" who are "ordained of God"?

Is George W. Bush, the President of the United States of America, "ordained of God"?

Is Her Majesty Queen Elizabeth the Second of the United Kingdom of Great Britain and Northern Ireland, "ordained of God"? When she was given the Sword of State in her Coronation Ceremony by the Archbishop of Canterbury, he told her "..do not bear this sword in vain.". She also swore an Oath to "execute Law and Justice with Mercy in all (her) Judgments". But is she "the ruler(-)" in the USA?

No. "The rulers" would have to be the Juries...because People Rule People, in a Democracy.
