JUNE 27. Possessed of the quirky idea that checking out the cradle of SARS might yield some interesting material, I assembled a few notes on the Guangdong province of China---SARS ground zero.
Henceforth, I will refer to it as G.
I invite modern China scholars and others who have a healthy skepticism about SARS to fill in blanks and reflect on �the economic aspects.�
1938---9 out of 10 people in G were opium addicts. Any holdover in modern times? Opium only smoked in pipes? What about heroin, the commercial product derived from opium? Injected? Dirty needles? Disease from the needles? Disease from the heroin? Any of this disease labeled SARS?
G is one of the areas of China that has been opened up for rapid economic expansion by the Chinese government. Industrial exports out of G increase by a whopping 19 percent a year. What kind of economic hit has the region taken in the wake of SARS? Exports down?
Development of G open to, and dependent on, foreign investment. Major investor is Hong Kong (now part of China). Hong Kong bankrolls much light industry in G. How big an economic hit has Hong Kong taken as a result of SARS? Foreign investors pulling out of G?
G is, in fact, a major vanguard in the new China economic policy of opening up its society to private economic activity. How big a hit dealt by SARS?
As of 1996, heroin addiction WAS rising in G. In the mid-1990s, a crackdown resulted in the arrest of 7500 heroin dealers and the confiscation of 350 kilos of heroin. G is a major transship point for heroin on its way to Hong Kong and then overseas. Has there been any major interruption of the heroin trade caused by SARS? If so, was this intentional? Was the police activity related to SARS quarantine used to attack the heroin business? Was the Chinese government trying to bring more of the heroin business under its own control in order to make more profit? In order to clean up the area so that it would be more attractive to the waves of foreign investors?
Once you realize that SARS is a phony virus and the cases are recycled regular pneumonia and flu, from all available evidence, you see that the occasion provides many opportunities: economic hits, asserting more control over the drug trade for fun and profit, and so on.
I find it VERY interesting that G, one of the few areas of China that has been opened up to foreign investment and private enterprise and exporting on a grand scale, is the area hit by SARS.
Obviously, there are a number of interests outside China that would like to repress, limit, squash competition resulting from economic expansion inside China.
Not many years ago, we saw crises created in several Asian economies, produced by a combination of hammering the currencies of those nations in the international money markets, and a sudden, massive pullout of foreign investments.
In G, has there been an appreciable pullout of foreign investments during the SARS scare? Has construction of new buildings in G suffered? This modernizing construction had been proceeding at a very fast pace.
As I have pointed out before, Toronto, the site of another major economic hit from SARS, is one of the biggest banking and corporate centers in Canada. Aside from also being a major center of tourism and convention business.
The SARS scam has mainly been aimed at urban centers where a great deal of economic activity occurs. It has not been focused on scattered points in countrysides.
In this day and age, nothing short of sustained nuclear bombing would totally wreck an economic sector. But ops (operations) like SARS can cause major setbacks. And, in the wake, as businesses sink into oblivion, people with lots of resources step into the breach and buy up those businesses. The polite word for it is consolidation.
As companies in G have faltered, who has been taking them over? Are they some of the same people who are sniffing around the Toronto area, feasting on the bones of decimated businesses?
A number of independent investigators probed the short-sellers who made big profits just before 9/11. The same kind of investigation is needed here. The people who undertake that investigation have to be free of the trance under which populations accept, at face value, the viral pronouncements of the World Health Organization and the CDC.
