Senators Stott Despoja and Bolkus started it on Thursday 26 June 2003....or,
did they? The rest of the Senate certainly "agreed to" it. Why did Phillip
Bailey leave off the second part which says, "That the committee facilitate
wide community participation in this inquiry by conducting public hearings
throughout Australia, including rural and regional areas"?
